Leopard saved from Gampola estate

A hill country leopard facing death after getting caught in a wire mesh trap laid in a tea plantation in Angurumulla Millagahamula, Gampola was rescued by wildlife officers and veterinarians.

Earlier four leopards died getting caught in similar traps laid in this region. The rescued leopard a female of five feet was taken to the Nuwara Eliya wildlife office.

This particular leopard which had broken away from the trap with part of the wire strapped in the neck struck around tea bushes had been spotted by two tea pluckers who arrived in the morning.

After they alerted the neighbouring residents they had got in touch with an animal lover named Gunaratne who in turn had alerted the Zoologists’ Association of Sri Lanka. Wildlife Minister Gamini Jayawickreme Perera had intervened to dispatch the rescue team to save the life of the leopard.

Leopards straying into the estates very often get caught in wire traps laid by poachers with bicycle and three wheeler cables laid to hunt wild boar and other game.

The rescue Wildlife team was led by OIC Wimalaratne of the Nuwara Eliya Wildlife office together with veterinary surgeons Dr Kamani Dedunupitiya and Dr Yvonne Gunawardena.

Shortage in drinking water in Vavuniya

Action has been taken to grant immediate relief to the people of the Vavuniya area facing a disastrous situation due to a water shortage as a result of the drought.

The drought being experienced in Vavuniya is inconveniencing people of 102 Grama Seva Divisions.  The people of the area claim that they had to traverse several kilometers to meet their drinking water needs. The drought conditions have devastated many cultivations in the area.

Vavuniya District Secretary M.B.R. Pushpakumar said that measures have already been taken to sort out the drinking water issue of the people of his Division.

The District Secretary said that the area is encountering a serious drinking water issue as the due rainfall had not been experienced.

Already they are providing drinking water to 670 families. They are also looking into other villages that are facing a drinking water issue. He was of the view that if the drought situation continues to persist they would certainly experience difficulties in the supply of water and if so they would look into alternate methods of finding water.

Minister plunders forest for votes Authorities opt to remain silent – Nirmalanathan

Tamil National Alliance (TNA) Parliamentarian Charles Nirmalanathan has regretted that a minister was destroying the flora and fauna in the Mullaitivu district to make new settlements in order to strengthen his vote bank.

He was speaking during a mass protest in Mullaitivu against the setting up of new settlements by destroying the forest cover in the region.

The protest drew in large crowds from Jaffna as well who joined hands with the civilians in Mullaitivu against the ongoing deforestation to make way for fresh settlements.

MP Nirmalanathan said: “There are a multitude of allegations against this minister in regard to the deforestation activities in Mullaitivu and so far the District Secretary, Forest Department and police have refrained from taking any legal action against this deforestation.

If an individual fells a tree in his/her own premises the matter will be instantly notified to the local Grama Sevaka and the police would also file action.

However when around 300 acres of forest cover is been destroyed in Mullaitivu none of the relevant authorities are ready to take any action.

When we questioned the District Secretary about this activity she said she was unaware.

The deforestation first began in Kulamurippu in the Mullaitivu District. According to Forest Department statistics, around 300 acres of forest lands have been destroyed in the Mullaitivu region. In the initial stages when we agitated against the deforestation activities, Mullaitivu District Secretary Rupavathy Ketheeswaran released a statement claiming that she was unaware about the issue.

However these 300 acres are within 7 kilometres from the Mullaitivu District Secretariat. The District Secretary has not taken any legal action in this regard even today. At the last Mullaitivu District Coordinating Committee meeting held early this month, I questioned the District Secretary regarding the action she had taken regarding the deforestation activities taking place in the Mullaitivu District. I also questioned her to why has she distributed houses to those who already own houses in Mullaitivu.

These questions were posed at the District Secretary however Minister Rishad Bathiudeen opted to reply. He said there are limitations for the District Secretary to take action regarding certain issues.

Therefore it is quite transparent that the Mullaitivu District Secretary is partial in the deforestation issue and therefore she has refrained from taking any legal action against the culprits”, MP Nirmalanathan said.

700,000 Families affected – DMC

An estimated 700,000 farmer families have been affected owing to the prevailing drought in 13 districts of the dry zone, the Department of Disaster Management (DMC) warned yesterday.

The country’s dry zone has not received any rainfall during the past seven months. In addition to that, a weak North-East monsoon with insufficient rain in October 2016 also contributed to the present situation, officials with the Ministry of Irrigation and Water Management said.

Irrigation Director (Water Management and Training) Wasantha Bandara Palugasweva told Ceylon Today that the water levels in all major reservoirs had declined to 19 per cent.

He said due to this only 50 per cent of paddy fields could be cultivated during the past Yala Season with water from reservoirs and tanks coming under the purview of the Department of Irrigation.

He warned that if the anticipated rainfall fails during the North-East monsoon that is expected in September it could severely affect the cultivations during the Maha Season as well.

“The Irrigation Department owns some 395 reservoirs and tanks both large and medium scale.From that number there are 73 major reservoirs.

From all the reservoirs that come under our control some 1.5 million paddy fields are cultivated throughout the year.

But, due to the drought during the past seven months only 750000 paddy fields had been cultivated,” Palugasweva said.

Another 30 per cent of paddy fields are being cultivated through water supplied by reservoirs and tanks owned by the Mahaweli Authority.

According to Palugasweva the drought had mostly affected the North, East, North-Central and Wayamba Provinces.

The main districts involved in paddy cultivation in the dry zone are Ampara, Trincomalee, Vavuniya, Anuradhapura, Polonnaruwa, Kurunegala and Puttalam.

The dry zone usually receives rain from the North-East monsoon that arrives in September.

He also expressed hope that the expected rains would arrive at the very earliest. However, the Department of Meteorology has warned that there will be no rain in the dry zones of the island until October.

Forest Reserves to become National Wildlife parks

Steps have been taken to develop the Kalawewa and Kahalapalla Forest Reserves as National Wildlife parks. Minister Gamini Jayawickrema Perera said that a special discussion in this regard would be held next week.

The Kalawewa Forest Reserve which is about 5,050 hectares, was named as a National Wildlife Park in October 2015. It is reported that 300 to 400 elephants could be seen inside this forest reserve.

It is a common sight to see elephants are coming to Kalawewa Forest Reserve from Kahallapalla, Ritigala and Habarana Forests during the drought season.

Minister Gamini Jayawickrema Perera said that development of Kalawewa and Kahallapalla Forest Reserve would be launched soon as a large number of local and foreign tourists are coming to view the forest reserve.

Uma Oya tragedy is all because of a bad EIA, activists charge

The controversial Uma Oya project was started on an Environmental Impact Assessment (EIA) report that was carried out in a questionable manner with little geological input, an environmental justice group has charged.

Hemantha Withanage, Founder and Executive Director of the Centre for Environmental Justice, claimed that the project was started in haste with the Iranian project company, FARAB, itself carrying out the environmental impact assessment.

However, it was only after continued protests from Sri Lankan environmentalists that a fresh EIA was carried out by a 19-member experts’ team which had only one geologist, he said. Six of the team members were zoologists and botanists.

The reason to include more zoologists and botanists in the team was, perhaps, to avoid protests from nature lovers and NGOs, but the need to include more geologists to study a tunnelling project of this magnitude was lost on the then authorities, the activist charged.

Mr. Withanage said that earlier geological surveys had identified seven weak points underneath the rocky terrain in the project area that is now being bored for the tunnel. “They have only touched two or three of these points and the rest are remaining within the five kilometres left of the tunnel,” he said.

The environmentalist also charged the legal framework on the EIA was observed in the breach. The law required that EIA reports should be done not only prior to a project and but also through the full length of the project.

Anti-corruption activist Ranjith Keerthi Tennakoon explained that the controversy over the Uma Oya project has become a political, technical, social and environment issue because of a bad EIA report.

He said vegetable yield in the Bandarawela area has dropped by 35 percent due to the shortage of water — a phenomenon experienced after the project was started.

“Springs shrink while houses crack and become unstable but all the issues could have been avoided if a proper environmental assessment had been conducted,” he said

He said neither the experts who conducted the EIA study nor the government officials who approved the EIA were available to answer questions.

WHO’s dengue report recommends vector control programmes as priority

The World Health Organisation (WHO) has handed over to the Health Ministry a report compiled with the aim of providing technical assistance to the Government to address the dengue outbreak.

The report was compiled following the feedback from two dengue experts from Thailand who trained clinicians here on case management. The WHO South-East Asia Regional Office also sent an epidemiologist and an entomologist to Sri Lanka.
The report recommends that vector control programmes should be given priority to reduce potential mosquito breeding places in areas affected by dengue, while it notes the meassures taken by the Health Ministry to cope with the rising number of cases.

“The Health Ministry has placed the triage protocol in place that was updated in June to cope with the outbreak. And temporary wards have been put up in hospitals to cope with the crowd and manage the distribution of patients,” the report says.

(Triage is the process of determining the priority of patients’ treatments based on the severity of their condition. This rations patient treatment efficiently when resources are insufficient for all to be treated immediately.)
According to the report, some 600,000 people have been affected in 15 districts by the latest dengue outbreak to hit Sri Lanka following the recent heavy rains, flooding and landslides.

After heavy rains, more dengue cases are reported from urban and suburban areas than from rural areas, the report notes, identifying standing water and uncleared waste dumps, among others, as potential breeding grounds for mosquito larvae.
The WHO has also handed over 50 fogging machines to the Government.

Dalada Maligawa declared world’s first Eco-Religious site

The Temple of the Tooth Relic knows as the Dalada Maligawa in Kandy had been named as the world’s first Green Religious Site, the Provincial Councils and Local Government Ministry said.

Accordingly, the entire temple premises will be made polythene/plastic-free zones.

The National programme to name the Temple of the Tooth as the world’s first green religious place of worship was held last Friday under the patronage Minister Faiszer Musthapha.

The Minister said the temple would provide recyclable vases at the entrance for devotees to offer flowers instead of the plastic vases that devotees bring inside the temple premises.

Only environmentally friendly waste bins would be used inside the temple premises under this programme, he said.

The Ministry of Provincial Councils and Local Government had allocated provisions to provide a special vehicle to dispose of flowers and food materials, he said.

Minister Musthapha said that his ministry intended to cover all the religious places in Sri Lanka under this programme.

“The aim of this programme is to lessen the difficulties faced by devotees from environmental issues due to the garbage crisis,” he said.
